I like to refer to downturned eyes as puppy eyes. Sometimes they look awesomely cute, and at other times they can look tired... This really depends on the rest of your features. So now you'll find out how to take them from cute to sexy, or tired to wide awake...
The main trick for beautifying your eyes is eyeliner. Liner is your friend because it has the most impact on the linear form of your eyes.
Apply eye shadow according to the type of lids you have, and the depth and spacing of your eyes.
Stay away from very thin, downward facing, high arched eyebrows. They bring a more sad expression to your face.
Go for something medium in size, which is more straight or slightly arched.
But don't make them point upwards either.
You would think that this would give you a lift, but it doesn't. It will make you look a little angry because it doesn't go with the natural shape of your eye.
To understand the effect it would have, give yourself a frown. When you do, the outer end of your brow move upwards and the inner comes down.

Okay here's the best trick I've seen for downward facing eyes. It looks really good coupled with a cat eye, and/ or cat eyeshadow...
Put some white liner right on the inside of the bottom lashes, and then take it across the lashline, and blend it out.
What this does is it de-emphasizes the downward sloping line, and blurs the space between the white of the eye and your skin. It's good for a night out or every once in a while. It changes up the perspective of your eye and gives you a completely new look.
Then apply just mascara to the bottom lashes, or blended, brown liner to the outer half of that lashline.
